As of now, all states and territories are not open for the skilled visa 491 or Visa 190 program because the Australian Government has not yet confirmed the nomination allocation for the 2022-2023 program year.
The programme might be launched soon after the allocation is received. Western Australia and Tasmania are the only two states that have revealed their anticipated state nomination requirements, which include numerous new streams for Visa 491 and Visa 190.
Skilled Visa 491 and 190
The Australian Government has yet to reply to the Tasmanian state’s request for allocation of 2022-2023 program year nominations.

For Tasmania PhD students
PhD students in Tasmania are eligible for a permanent postgraduate visa. This is a rather novel approach for postgraduate students in Tasmania.
There is a new option for PhD students in Tasmania with this new stream.
For Skilled Employees in Tasmania
The list of eligible occupations and jobs for permanent subclass 190 visa nomination will be expanded.
Occupation-related requirements are not required for subclass 491.
Business operators may employ subcontractors with relevant skills assessments as part of a skilled employment pathway.
For Business Operators in Tasmania
Businesses that started after April 15, 2022, can benefit from an extension of the six-month qualifying operation period to a twelve-month period.
The current Small business owner who seeks state nomination may be impacted by this alteration. You may continue operating your business for 12 months as required by the state. This may not be applied to applicants who have already submitted an application.
An individual's personal business income must be at least 80% of TSMIT (i.e., $43 120).
For Long-Term Residents in Tasmania
A new nomination pathway for those who have lived or worked in Tasmania for a long period of time.
A qualifying residence period of three years for permanent subclass 190 visa nominations, or two years for provisional subclass 491 visa nominations.
Business operators who have lived in Tasmania for two years and have successfully run their eligible businesses for two years may apply for a subclass 190 nomination.
For Candidates from overseas
A candidate with a job offer has no occupation restrictions.
There will be more invitations for candidates to apply for nominations from Skillselect if they have the skills Tasmanian businesses need.
Using the new industry skills-needs profiles, candidates can tailor their Skillselect EOI to increase their chances of being invited.
For All Candidates in Tasmania
The visa eligibility requirements will be simplified.
Candidates who meet the minimum eligibility requirements can register interest in Tasmanian nominations through the Migration Tasmania Gateway, and the most competitive can then apply for nomination.
